Satisfactory Academic Policy (SAP) to maintain eligibility for federal financial aid.

Financial Aid Office Policy

All periods of the student's enrollment count when assessing academic progress, even periods in which the student did not receive financial aid funds. Satisfactory Academic Progress (SAP) will be evaluated at the end of each term: Fall, Spring, and Summer.

Students must present a valid picture I.D. when asking questions and submitting documentation to our office.

SAP Deadlines 
  • Fall 2023 must be received by December 8, 2023
    • Work in Progress required on or after October 9, 2023
  • Spring 2024 must be received by May 13, 2024
    • Work in Progress required on or after March 12, 2024
  • Summer 2024 must be received by July 28, 2024
    • Work in Progress required on or after first week of the start of the course

If submitting the appeal after the 6th week of the semester, A Work-In-Progress Form (WIP) is required. The form is located on the Mission College web site under Financial Aid forms. 

Procedure for Filing an Appeal

All Appeals will be reviewed by Financial Aid Staff and/or the Financial Aid SAP Appeals Committee. The student will be notified of the decision to their campus email.

The student must sign and return the SAP Appeal Decision results. Denied appeals may be appealed via the formal institutions grievance process.IMPORTANT!!!: An incomplete application will not be accepted or considered.


1.Review and understand the Financial Aid Appeal Instructions.

2.Schedule an appointment with a counselor-

  • if you do not have a current (updated once a year) Financial Aid Comprehensive Educational Plan (CEP) for your PRIM.A.RY program of study (POS) or if your CEP is no longer valid. Inform the Counseling Department that your appointment is supporting your financial aid SAP application and need an official CEP for your primary POS. If appropriate, bring copies of transcripts from previous colleges from previous colleges attended and take them with you to the appointment with the counselor. *
  • Program of Study must match Appeal, CEP, and Admissions status

3.Complete and submit the Financial Aid Appeal Form to:

  • mcfa.appeals@missioncollege.edu.

Steps to Complete Financial Aid SAP Appeal Packet

Evaluation Process of an Appeal
1. The Appeals Committee generally meets weekly to review Appeals and are reviewed in the order that it is received.
2. The Appeal packet is reviewed by Financial Aid staff for an initial determination of eligibility. If not eligible, the packet will be returned to the student. If eligible, the packet is forwarded for further review.
3. The Appeals Committee will approve, deny, or if needed, request additional supporting information for review.
4. The Financial Aid staff will contact students (generally by the student’s campus e-mail) to inform them of the committee’s decision.
5. If the appeal has been approved, the student will be emailed the SAP Appeal Decision letter which must be read, signed and returned  via email to the SAP Appeals Coordinator.
6. Once the approved appeal packet is signed, the student will be reinstated and eligible for federal financial aid at that time.
7. A student regains eligibility for the semester(s) in which the appeal is approved. (No Financial Aid eligibility is granted for previous term(s)).

Maintaining Financial Aid Eligibility

Good Standing:

Students that meet cumulative GPA requirements at the end of the semester.

Reestablish Eligibility & Insititutional Policy  
  • Students may reestablish their eligibility by meeting the Pace of Progression- 67% completion rate standard along with a minimum cumulative GPA of 2.0
  • Students may submit an appeal under the following conditions: (1) death of a student’s relative, (2) student’s injury or illness, (3) other special circumstances.
  • The student must submit documentation to support the appeal, including why the student failed to make SAP, and what may have changed in the student’s situation that will allow the student to demonstrate meeting SAP requirements at the end of next evaluation. The school may choose to request additional documentation.
  • All ESL and up to 30 remedial (basic skills) courses taken are excluded from the 150% maximum units’ requirement”  instead of “Students required to complete remedial level English and/or Math course work to meet their educational goals are allowed up to 30 units in addition to their program length"

Maintaining California Community Promise Grant Eligibility

Academic — Sustain a GPA of 2.0 or higher

If your cumulative GPA falls below 2.0 for two consecutive primary terms (fall/winter-spring/summer semesters), you may lose your fee waiver eligibility.

  • Progress — Complete more than 50% of your coursework to keep your fee waiver (California Promise Grant-CCPG)

    If the cumulative number of units you complete is not more than 50% of the units attempted in two consecutive primary terms (fall/spring semesters, or fall/winter/spring quarters), you may lose your fee waiver eligibility.

  • Combination of Academic and Progress Standards

    Any combination of two consecutive terms of cumulative GPA below 2.0, and/or cumulative unit completion of not more than 50% may result in loss of fee waiver eligibility.

  • How will I know?

    You’ll be notified within 30 days after the end of each term if you are being placed on either Academic (GPA) and/or Progress (Course Completion) probation. Your notification will include the information that a second term of probation will result in loss of fee waiver eligibility. After the second consecutive term of probation, you may lose eligibility for the fee waiver at your next registration opportunity.

  • How to regain eligibility

    If you lose eligibility for the California College Promise Grant, there are a few ways that you can have it reinstated:

    • Improve your GPA or course completion measures to meet the academic and progress standards
    • Successful appeal regarding extenuating circumstances
    • Successful appeal based on significant academic improvement (see below)
    • Not attending your school district for two consecutive primary terms (fall/spring semesters, or fall/winter/spring quarters)

      The appeals process for extenuating circumstances includes:

    • Verified accidents, illness or other circumstances beyond your control
    • Changes in economic situation>Evidence of inability to obtain essential support Services
    • Special consideration factors for CalWORKs, EOPS, DSPS and student veterans
    • Disability accommodations not received in a timely manner

    Please note that foster youth and former foster youth (no more than 25 years old at the beginning of the academic year) are not subject to loss of the California College Promise Grant under these regulations.  If you have questions or need assistance, please contact the Financial Aid Office.
